Interesting enough, if you go to Orange Romania (the operator that holds the recipient’s number).. It says that Tele2, Telenor and Telia are its partners.
Either way.. SMS-agreement? What the hell? SMSing is just a short phone-call.
Don’t tell me that every small operator needs to sign agreements with all the other operators inside and outside the country of residence..

funny, have encountered the same problem with calling India, tele2 has no agreements with indian operators, and asked me to use a fixed line aka land line instead…probably all that is cheap is not alwys the most efficient….

@abhinav gaurav: But this situation is just surreal. It cannot be like that.
Just imagine every operator having individual agreements with every other world wide operator.. I get that there can be beneficial agreements.. like lower costs and similar, but not for a regular service!

It seems though that it is operator related and not country related. I can SMS Vodafone Romania, but not Orange Romania!

hm.. really strange..
I have a similar problem.. i also have tele2 - compis, and I actually can sms all the cell-operators in uzbekistan (well, havent tried all, though), but some of the friends of mine using beeline-uzbekistan cannot send any messages to me.
So I suppose, tele2 and beeline have a one-side agreement? 0_o
I guess this should be some sort of technical issue.
